LnO are the guys thatd cover ur complaint and two of whom have posted (Frayed and Sebulba), but the shorthand is that its not illegal to attack people at war from outside that war, however, its considered distasteful and dishonorable and usually leads to retribution from both warring alliances

Well You can't blame someone for attacking into certain wars, for instance if an attacker in war makes several grabs and is sitting at 8000 acres with 200 dpa because of it. SOMEONE is going to hit them, it might as well be you :D

Hate to double post, but also, if someone in war suicides, it's not dishonorable for someone else to hit into him. Don't suicide, don't skimp on defense. During war you should be MORE defended than any other time, so if you're getting hit, then you aren't doing something right.

The main reason for NOT blocking attacks/operations into alliances at war is to prevent war blocking (as Bolle hinted at in an earlier post). In the past when there were penalties for attacking into other alliances' wars, 2 alliances would agree to war and use that 48 hours to speed grow, agreeing to not attack one another while blocking outside tribes from attacking/opping either of them. Another issue was that alliances with small numbers of very large tribes would (eg. 5 5k tribes) would declare on alliances with a large number of smaller tribes (eg. 12 2k tribes). With no outside interference this was both a warblock and a feeding frenzy - and usually on newer players.

Alliances at War IS a war game. We encourage interaction between all tribes, while attempting to set the groundwork for 'fair' gaming. There are offensive war bonuses in place making it attractive to war, so any tribe in war should by rights be even better defended than comparable tribes out of war. The majority of Orkfians are an honourable lot, and in most cases don't interfere, but there's always going to be someone(s) whose measure of honour differs from the majority. The benefits of not closing wars off by far outweigh the costs overall.

What can you do?
Most organized and experienced alliances keep a 'kill list' of tribes that have wronged them and tribes that have attacked into their wars generally hold top spots on these lists. Once the wronged alliance is finished with their war, their efforts are geared toward revenge against guilty tribes. Once a player suffers a death or two for this specific reason, they learn either the error in their ways, or at the very least to steer clear of your alliance when you're in war.
