Hovering the names for buildings will now provide a brief explanation.
It's done with xhtml (will work in all modern web browsers) and should be helpful to most people, novices in particular, in the case where it's unclear what a building's functions are.

I think it's a real good help to new players which doesn't annoy any long time players so nice job :)
